Electric Utility Arc Flash Training

The 2007 edition of the National Electric Safety Code (NESC) requires utilities to identify possible arc hazards and to complete an arc hazard assessment by January 1, 2009. Upon completion of the assessment, if arc exposures are greater than 2 cal/cm2, the utility/employer is responsible for requiring employees to wear clothing/clothing systems that have an arc hazard rating not less than the anticipated exposure.

The arc hazard assessment process should include evaluating system engineering controls, work practices and clothing/clothing systems. Clothing/clothing systems (PPE) is the last line of defense for employee safety. Utilities/employers should ensure that engineering controls and work procedures have reduced the arc exposure to acceptable levels prior to providing clothing/clothing systems. I continue to talk with line technicians and others who fear that they will end up in space suits, as they call them, working from an aerial device. This clothing scenario should not occur until everything has been done to minimize the exposure.
